Fire @ Kanpur

Dear Future Leaders,

Today I am going to raise a issue on the fire at the vegetable market (mundi) on 20th of April 2009...
The fire had started at approx 17:40 and there were no fire brigades till 18:30 the reason was the traffic problem and also the road jam in the area....
This market was in Kidwai Nagar of south Kanpur and since the election compainings were held in Kanpur most of the fie vehicles were engaged in those areas....
Also because of the late response the fire spread in all the market area of approx 1 Km., also there were lot of residential houses which came into fire due to the lazy response...
The whole area was into fire for about 8 hours after which also the fire was not finished completely... there were lot of animals which were died in this fire... also about 8 houses were fully demolished with the same... This fire also took away lot of vehicles along with the same......
Whole market was into fire but no one was able to find out the market administrator at the spot....
The leaders came to the place so as to show sympathy but no one was willing to do some work for the people out there.... Also due to residential area in the market number of gas cylinder exploded due to which the fire also increased and took a vital face....
The points which I want to raise include... was this not the duty of administration to strictly take away these mandies out from the residential areas... also there was a petrol pump in the market and what if the fire had reached to the place???
Who would be responsible...?
The small road space was not allowing the fire vehicles to reach to the place.... So was that not the responsibility of the administration to make the roades wider of these places...?
Also there was a fire earlier in year 1995 in the same place... Had administration taken any lesson from the same...?

So what else do you say..? what should have been there?
